Export Controls are an important part of ensuring that our research, collaborations and technologies are shared responsibly and are also and in compliance with EU international and national laws.
At ATU, export controls apply across all ATU-wide campuses and may extend to any other parties who may have access to our campuses and facilities.
By working together, we can make sure that any controlled items and goods, technologies, software and information are properly safeguarded and protected across board.
Export Controls at ATU
What are export controls?
Export controls are a set of regulations established by the EU (European Union) designed to oversee and restrict the transfer, sharing, and movement of tangible and intangible controlled items within the EU Member States and internationally.
Export controls protect national security, support international agreements and ensure that any sensitive items, technology, software or information is not misused. By following export control obligations, we safeguard our research ethics, compliance and global collaboration.
Intangible controlled items include: technology, software, technical data or know-how etc.
Tangible controlled items include: items, equipment, second-hand lab equipment, lab apparatus, goods, samples, materials & components etc.

Policies & procedures
Research today often involves advanced technologies that can be used for both civilian and military purposes also referred to as dual-use items. This policy helps to mitigate and manage export control risks, ensures that research outputs are shared responsibly, and ensures best compliance practice in accordance with EU and national legislation such as the Control of Exports Act 2023 and EU Regulation 2021/821.
The policy provides practical guidance to support the university including:
- Roles and responsibilities
- Processes that will be developed
- Information on when an export authorisation (i.e., licences) may be required from the Department of Enterprise, Tourism and Employment (DETE)
- Guidance on due diligence, record-keeping, audits, and training
- Support for physical and information security, travel considerations, and customs requirements
