The National Charter for Universal Design in Tertiary Education
The Altitude Charter is a vehicle for your institution to declare its intent to make incremental and sustainable progress towards embedding a universal design approach – embedded in this document.
Developed by UCD – University for ALL, the Unlocking Inclusion Toolkit is the practical support which accompanies the implementation of the ALTITUDE Charter provides key guidance, self-assessment tools and case study examples of good practice in action.
The Technical Report is outlining the context for the development of the Charter, the evidence base that underpins it, the alignment of the Charter with legislation and policy, and recommendations on its implementation.

Communicate your commitment to adopt on March 20th 2026 – 2nd National ALTITUDE Adoption Day!
Following the initial launch of the ALTITUDE Charter in March 2024, which sparked a national conversation about embedding a universal design approach in tertiary education, a significant number of ETBs and HEIs formally adopted the Charter in April 2025. On March 20th, 2026, aligning with the second day of the inaugural ALTITUDE Summit the project team partners are encouraging all tertiary institutions who have yet to adopt but are ready to do so in or around that date.
